How we fit into the NHS Structure

The National Health Service (NHS) in Wales is the responsibility of the devolved Welsh Government.

On 1st October 2009, NHS Wales was restructured to form single local health organisations who are responsible for delivering all healthcare services in a geographical area, rather than the Trust and Local Health Board system that existed previously.   The NHS in Wales now comprises of seven Health Boards and three NHS Trusts. Further information on NHS Wales can be found on the Health in Wales website.

Hywel Dda Health Board replaced the former Hywel Dda NHS Trust and Carmarthenshire, Ceredigion and Pembrokeshire Local Health Boards.  The Health Board was in shadow form from 1st June 2009 and fully operational from 1st October 2009.  Hywel Dda achieved the status of University Local Health Board on 12th December 2013.

The University Health Board (UHB) is one of the three counties largest employers with more than 9,000 members of staff. It covers one of Wales’s most rural areas, covering a quarter of the landmass of Wales.  The UHB is at the heart of local health, meaning it is responsible for the health services you use in the local community every day.   It provides Acute, Primary, Community, Mental Health and Learning Disabilities services via General and Community Hospitals, Health Centres, GP's, Dentists, Pharmacists and Optometrists and other sites.  The UHB works with other Trusts and Health Boards to provide services to patients living locally.  The UHB also works in partnership with non-NHS organisations such as social services, voluntary patient panel groups and other agencies that it is proud to be connected with.

The UHB is formally accountable to the Minister for Health and Social Services, through the organisation's Chief Executive, for the performance of its functions and for meeting statutory financial duties.

The National Delivery Group, chaired by the Chief Executive of NHS Wales, forms part of the Department for Health and Social Services (DHSS).  This Group is responsible for overseeing the development and delivery of NHS services across Wales and for planning and performance management of the NHS on behalf of the Welsh Government, in accordance with the direction set by the Minister for Health and Social Services.

The UHB will adhere to the standards of good governance set for the NHS in Wales, which are based on the Welsh Government’s Citizen Centred Governance Principles.
