Phase 1 of the work was completed in August 2022. We undertook an assessment of the impact of the temporary changes to paediatric services at Withybush and Glangwili Hospitals since 2016. We explained our findings about the reasons for the temporary changes, impacts, and issues, in a document called an ‘Issues Paper’. We reviewed information on how the service has performed and people’s experiences of the service, including service user feedback and a survey of experience using historical data to help inform the options development process.

The data includes tables and graphs between the periods of April 2016 to August 2022 covering both sites, with a range of activity included such as inpatient admissions,  Emergency Department attendances, etc.

The Consultation Institute provided two reports as part of the analysis: one full report with greater detail around the responses separated out to cover each site by each temporary change, while the summary report contains a thematic overview.

Options Appraisal Output Report (opens in new window) [3.4MB]

Following a series of workshops, high level options were developed, appraised, and taken through a process of weighted scoring to identify deliverable options. This report sets out the process and methodology used to arrive at those options. 


Appendix 2 of the Options Appraisal Output Report - Deliberative session (opens in new window) [3.4MB]

This phase of the work involved holding a ‘deliberative event’ with a mixed group of stakeholders on 16th September 2022; the event was independently facilitated by the Consultation Institute (tCI).

During the event, stakeholders provided:  

  • recommendations about what should be considered by those modelling the interim service  based on the findings of the issues paper 

  • their views about which ‘hurdle’ criteria should be used for early appraisal of developing solutions. ‘Hurdle criteria’ are the minimum criteria that must be met by the proposed option. The final hurdle criteria were agreed through further engagement with all stakeholders to reach a consensus.  

Following the deliberative session, the Consultation Institute provided a report detailing the events that took place, the methodologies, and an overview of the discussions which took place.  


Appendix 3 of the Options Appraisal Output Report –  Long list appraisal output report (opens in new window) [3.4MB]

On 6th October 2022, a mixed group of stakeholders considered whether five options presented (previously referred to as Options A, B1, B2, C1, and C2) should continue to be developed.  

These options were developed from 26th September 2022 when two groups were established to independently (of one another) develop proposed options for the service, bearing the hurdle criteria in mind. The two groups were tasked with: 

  • producing a minimum of two proposals per group  

  • considering whether any of the original models or temporary changes could be viable options, or if there are potentially better options, and what those options might look like.  

The event was independently facilitated by the Consultation Institute. The session was unanimous in agreeing that:  

  • Option A be dropped 

  • Options B1 and B2 continue to be developed 

  • Options C1 and C2 be amalgamated because of their close similarity, and also continue to be developed.  

Please note that within this consultation document, Option C is now known as Option 1, Option B1 as Option 2, and Option B2 as Option 3.

Appendix 4 of the Options Appraisal Output Report - Short list appraisal output report (opens in new window) [3.4MB]

A workshop was held on 20th October 2022 with a mixed group of stakeholders to weight the criteria and score the options; the event was independently facilitated by the Consultation Institute. 

The appraisal criteria were weighted during the final shortlisting session attended by staff representing the health board and a service user representative, and used to score the options. Each of the options were scored based on what they are presently capable of achieving, noting the aspiration of what they could also further deliver.
