Patients and community to have their say on future of New Quay Surgery services

Hywel Dda University Health Board will engage with patients and the wider community this autumn about the future delivery of general medical services currently provided by New Quay Surgery’s GP partners.

The involvement of the local community is an important step in enabling the Health Board shape the future of local services.

As part of this process, members of a recent Vacant Practice Panel carefully considered a range of options for the future provision of services. Members of the Panel recommended that their preferred option is to undertake an urgent contract award through a procurement process.

This follows the resignation of the practice’s General Medical Services (GMS) contract by the GP Partners. The Health Board is considering how these services will be provided when the current contract ends on 31 March 2027.

This process will establish whether another provider could be awarded the contract to provide a GP Practice for the patients currently registered at New Quay Surgery.

As part of the ongoing process and in recognising the support from neighbouring GP practices, the Panel also agreed to look at the boundary areas of neighbouring practices. This will help provide additional information to the Board when making a final decision on the future of New Quay Surgery services, should awarding a new contract not be possible and a managed list dispersal be considered as an alternative solution.

The Panel also considered the option of the Health Board directly managing the practice. However, this was not the recommended option at this stage due to the operational and financial risks associated with securing appropriate staffing to deliver safe and sustainable services.

No final decision has been made. The Health Board now wants to hear the views of patients, local communities and other stakeholders on the Panel’s preferred option, as well as the other options it considered.

An eight-week period of public engagement will begin on Monday 12 October 2026 and close at midnight on Sunday 6 December 2026. A range of opportunities will be available for people to provide views and feedback, including a survey, a drop-in event in New Quay and an online evening session. Further information regarding events will be made available as soon as possible.

Andrew Carruthers, Chief Operating Officer at Hywel Dda University Health Board, said: “We fully recognise how important the services provided by New Quay Surgery are to patients and the wider community, and we understand that people will have questions and concerns about what happens after the current contract ends.

“The Vacant Practice Panel has carefully considered the options available, taking into account a range of factors including patient safety, sustainability, financial viability, the geography of the area and the potential impact on patients. Its preferred option is to test whether another provider can be secured through an urgent contract award procurement process.

“However, no final decision has been made. We want local people to have a meaningful opportunity to understand the options considered and tell us what they think before the next stage of the process.

“In the meantime, New Quay Surgery remains open as normal and we ask patients to remain registered with the practice.”

The Health Board recognises the concerns within the local community about the future of these services and has already met with local community representatives to hear their views. Patients registered with the practice have also received a letter informing them of the contract resignation.

Feedback received through the engagement, together with the outcome of the procurement process, will help inform the next stage.

A paper is expected to be presented to the Health Board early next year, setting out the outcome of the engagement and procurement process and, where appropriate, alternative options for consideration.
